Just an idea:

If there is an entire class of problems that can only be solved by a flag
in the address itself, why not reserve the top 16 bits of the Interface
Identifier?  To put it another way, if having semantically significant
bits in the address is the best solution for a problem or two now, we
might well want more bits in the future.  Also, if we are not going to
support a full 64-bit identifier, 48-bits is the next logical break.
