it depends on how often you think renumbering will be necessary 
relative to those other events.  with backup power and reasonable
operating systems, there's no reason to not expect connections
to stay up (on average) for several weeks or even months.

at present few applications are capable of recovering from
address changes.  the ones that are tend to be those that don't
expect to connect for a long time anyway and those that interact 
directly with a human user who can initiate recovery.
