It's not really enough address space... ideally I think we should be

I suppose in reality less would be sufficient, perhaps a /56...

If everybody connected to the network had a /48 from their ISP it would
be ok, but that's not going to be possible for a while.

Also if you're giving people a global address, then they would probably
expect it to be exactly that (i.e. globally routable).  Whereas in this
case it wouldn't be...
