Sorry, I was refferring to http://www.ietf.org/internet-drafts/draft-hain-ipv6-pi-addr-use-03.txt, I think it could be considered as a way to distribute quasi-private IP addressses and avoid clashes and thus the need for NATing when networks join. Getting address space from your upstream ISP does not work in every scenario, there should really be some other mechanism for obtaining addresses to experiment with.
