Keith, I haven't done an analysis, but it seems to me that deprecating site local is a significant simplification of the scoping problem, and thereby greatly increases the number of cases where the default algorithm will work.
I haven't done the analysis either, but intuitively, I think that's correct. however, I'm not confident that this is sufficient to allow address selection to work, at least not without identifying some other constraints in routing.
