I can not see the OSS/NMS/BSS vendor requiring that their customer must run
Cisco router IOS 12.1 or higher. Therefore the application needs to have
some minimal dual intelligence built in.

Or this is how I see it, and thus the people speaking out against the local
addresses are right it means more work for them rather than the customers
running it. And this is as it should be.
