Actually the filtering you mention in the draft set was thought of at
the time of RFC 1597. The result was that it set back ISP security
years if not decades. ISPs needed a default deny with explicit permit
model whereas site-locals and their predecessors allow for a lazy
default permit policy. While RPF is useful and good, better is a
default-deny model.
