disconnected sites - should use some sort of PI space - either
globally-unique or probably-unique

intermittently-connected sites with stable addresses - should use
PA space, even when disconnected.

nomadic sites, and intermittently-connected sites without stable
addresses - should use mobileIP externally.  I am working on a proposal
to allow them to use PI addresses internally without disrupting the
operation of applications.

multi-homed sites - this is being worked on by another group.  granted
it is a difficult problem.

that's because a few people are still trying to push SL.  note that
SL doesn't "solve" the above problems either.

not stalling.  I want the group to focus its energy in useful
directions, not in directions already shown to be counterproductive.
