there are two design teams as well as a number of individual submissions. HIP is one of the "individual" (well) proposals. Globally-routable-like features are the goal of most of the proposals. Globally-routable-as-is-addresses have AFAIK only been proposed by me, and then in a very short-lived bridging solution into something else.
You are right that we don't know what the outcome of the design-teams will be, and we don't know how we will make the selection between them. Ideally, they are not to far enough and can be merged. But this is dependent on a lot more issues than what have been discussed here.
