Doesn't RFC 4193 already define "site" in a way that is clear for ULAs:

3.3.  Scope Definition

   By default, the scope of these addresses is global.  That is, they
   are not limited by ambiguity like the site-local addresses defined in
   [ADDARCH].  Rather, these prefixes are globally unique, and as such,
   their applicability is greater than site-local addresses.  Their
   limitation is in the routability of the prefixes, which is limited to
   a site and any explicit routing agreements with other sites to
   propagate them (also see Section 4.1).  Also, unlike site-locals, a
   site may have more than one of these prefixes and use them at the
   same time.

A site (or site-of-sites to use the MANET terminology) is defined by the
routability of a particular ULA prefix.

Paraphrasing from the 'draft-templin-autoconf-dhcp' definition
for "Mobile Ad-hoc Network (MANET)":

   site
      a connected network region that comprises routers that
      maintain a routing structure among themselves.  A site
      may be as large as an Autonomous System (AS) or as small
      as an individual router, and may also be a subnetwork of a
      larger site.  A router (and its downstream-attached links)
      is a "site" unto itself, and a site can therefore also be
      considered a "site-of-sites".

(Note that the only distinction drawn between "site" and
"MANET" is that some MANETs are less mobile and ad-hoc
than others - and, we would simply call those: "sites".)
