I met a Service Provider (SP) from Japan at IETF 78 who told me he has
routers from popular vendors in Internet P2P links that do not let him
configure ND on SONET p2p links. I can contact him and get more details.
Anyway, that is not the point.  The point is that P2P inter-router link
is no justification to change the "MUST implement Redirect functionality
by a router".  A router has more than one network interfaces over which
ND Redirect MUST be implemented.  One should also be able to disable
Redirect on a router interface - there are networks like cable broadband
where hosts are always off-link.
