I can contact him and get more details. Anyway, that is not the point. The point is that P2P inter-router link is no justification to change the "MUST implement Redirect functionality by a router". A router has more than one network interfaces over which ND Redirect MUST be implemented. One should also be able to disable Redirect on a router interface - there are networks like cable broadband where hosts are always off-link.
