No way to get around it. FCC is allowing its own R&Rs to be violated. I
don't see how they can get around it.

He's going to have to take field intensity measurements. He can't use
anything except field intensity measurements against WBZ. Those IBOC
sidebands are real R-F energy on and around 1040.
