I'm not sure if this will go out to the IRCA list because I'm at work and using 
my Blackberry, but you should get it..

I googled these two phone numbers and came up with the web site for the UMCDF 
in Umatilla. (Umcdf.org).  This is the place where chemical weapons are 
disposed of, so a station like this makes a lot of sense for them.

Thanks Paul. Unfortunately, I don't know what USCDS stands for. hi. The
phone numbers given in the message were: 564-7311 and 564-5230. Again no
area codes. The message was quite decent at times, but again disapeared
after 0600 EST. 
  Again, the message was "Turn your radio dial to 1600 kilohertz AM for
important information regarding plant statis and your approach to the
USCDS work site......THis is station AR031235 operating on an assigned
frequency of 1600 kilohertz....."  

I have no clue.
