[IRCA] Alberta TP/DU for 15 Oct 2013

   My expectations were rather low this morning, and they were 
certainly met, with conditions as others have described.   Traces of 
audio seemingly from VOA on 1575 was the only hint of TP audio today. 
Weak audio noted from one of the Aussies on 891 at 1334, and even weaker 
audio on 828 at 1332 rounded out things for today.
