I highly suspect that the culprit will turn out to be a station with a daytime only authorization. Their transmitter’s high voltage section would usually remain on and that may be what is radiating. Chances are the engineer would be completely unaware of the problem unless they monitoring the frequency at night after the station’s automation decreased power and/or shut off the exciter section.
A daytime check of the transmitter during it’s normal operating hours would likely reveal nothing amiss. Did he verify that situation during the night time hours? I start hearing this within a half hour of my local, WQCR powering off for the evening. Note, even though WQCR has a small nighttime authorization, they power down completely at night.
