Chuck, "Highest" means in elevation, not in direction (such as 'North"). I had assumed that everyone would understand this, but if you didn't, that was the source of the misunderstanding.
In any case, as long as all DXers agree of the cliff turnoff numbering system, the issue is resolved, as far as I'm concerned.
