not too sure how L2 redirect works.

however with GRE redirection, this is a typical problem, and is generally a
cache bug, where the cache's implementation of wccp doesnt support reverse
bypass.

When the cache bypasses requests, it should return them to the router gre
encapsulated, so that router doesnt redirect them back to the cache. in case
the cache does not forward bypass requests as gre encapsulated, the router
will direct such requests back to the cache again, forming an infinte loop,
which saturates the box, possibly freezing or crashing it.


however this may not be the case with L2 redirection, since it doesnt use
GRE, but may be related.
