Hi W.N., The answer to your question is, yes! In the Internet Scanner Menu, choose "Tools" then "Options" and in that menu you see several options that you can use in graduated levels of enforcement of scanning.
First, you can enable "Scan if ping fails", which will cause IS to perform a limited service scan against the non-responding host to determine if there are any active services. If a response is found, IS will then proceed with the scan against that host, if not, then it will not attempt to scan. Secondly, if you want to take it to the next level, you can enable the "Always run exploits" option which is located under the "Scan if ping fails" option and is dependant on that option being enabled. With this second option enabled, IS will perform the above procedure for determining if there are any responding services, but in this case, even if there is no response, IS will then proceed to scan the host.
