I might be so bold as to speculate that ISS already believes it currently
does have an IPS in place.  Providing that individuals are not opposed to
enduring the rigours of configuring OPSEC and/or RSKILLS, then in some sense
or another this could be construed as an IPS.  I am bracing myself for all
and any counter remarks !!

How is ISS dealing with Intrusion Prevention System?
It seems everyone is just talking about good things
about Netscreen IPS feature.
How do we , security admins (most here probably
working with ISS Realsecure) face the fact that 75% of
future IDS implementation will undoubtely lead to an
IPS system?
