It happened to me when I tried to install using non-SP3 MS SQL 2000 Server. It also happened to me while I tried to install on a server that had both MS SQL 2000 Server with SP3 and IBM DB2 Workgroup Edition.   Are you running your MS SQL Server 2000 with SP3? Are you running more than 1 (one) instances of MS SQL 2000 Server on the Server?
