I had this problem last week.  User guide says to copy key to the directory 
"localdrive:/program files/iss/scannerconsole/licenses"

See page 159.

Can anyone else shed some light in this matter please? I have found in
the manuals of Internet Scanner v7.0 saying that you can import a v6.2.1
key simply by copying it in the appropriate folder of the new
installation. Is this true or not? It doesn't seem to be this way for me
though.

I have been told that you cannot do it because they have changed
something
in the key.  You need to get a new key.
