I've had my share of installion issues.  You may want to check the following
on the server sensor:

Open the following file:  Program Files\ISS\issDaemon\iss.access

If it looks like this, stop the issdaemon service.

[\Roles\];
[\Roles\KeyAdministrator\Application server\];
[\Roles\KeyAdministrator\Application Server_Administrator\];

Delete the following line and save your file:
[\Roles\KeyAdministrator\Application Server Name_Administrator\];

Start your service

6.5 needed to have the Administator and 7.0 doesn't.  The Key administrator
should be your application server.

Roughly 50% of our 7.0 server sensor installs or upgrades from 6.5 (3.8) on
Windows NT4 and 2000 servers fail.  The install is fine, and they appear in
the console, but never go active.  The sensor either reports unknown or
offline, and no amount of troubleshooting has worked.  We had a ticket open
for a month with ISS, but didn't get any answers there either.  Has anyone
else had issues with this?
