I've had my share of installion issues. You may want to check the following on the server sensor:
Open the following file: Program Files\ISS\issDaemon\iss.access If it looks like this, stop the issdaemon service. [\Roles\]; [\Roles\KeyAdministrator\Application server\]; [\Roles\KeyAdministrator\Application Server_Administrator\]; Delete the following line and save your file: [\Roles\KeyAdministrator\Application Server Name_Administrator\]; Start your service 6.5 needed to have the Administator and 7.0 doesn't.
