    1) this was first approach i did actually, but on thought, it might be that 
you have a subset you maybe not want to manage this way (e.g. some reason some 
sub section of the org isn't being controlled by puppet) we my org we would 
have it global but still wanted to make it flexible as possible, also 
address-settings seem more suitable. E.g. if you want global just add it to 
match case = "#" and any sub settings.
    
    2) Because of point 1, id think not, as you may have sections you haven't 
controlled this way.
    Any change which is done via manual means if in a controlled section would 
be auto regressed anyhow. Like wise you will normally lock down also the 
ability via console / web via security settings anyhow if you wish this 
behaviour.
