    The issue that needs solving is the fact we have this queues that exist in 
both the bindings journal and the config and some that are only in the journal 
and we never automatically remove queues that may have messages in. My opinion 
removing queues should never be done automatically even if that is a configured 
flag.
    
    We've talked about this before, the fix is to do the persistence of queues 
etc in the config file and make this the definitive view of the broker. Along 
with that decide on a policy driven way of handling any messages that may exist 
in a queue that is being deleted.
