[~jbonofre] - Here's the initial work I did that is targed for 5.17.0 and JDK
11 but there still seems to be some Scala issues (hung LevelDB tests) so this
may just be put on hold for now but wanted to at least let you see what I
started. I closed the PR until we actually remove Scala for 5.17.0
