Review Comment:
It wont decode applicationProperties, which is the biggest cost on start.
doing anything else would require us to have a different memory estimate.
scanning later and changing the estimates is a big no here.
Unless we come up with some sort of estimate that doesn't account for the
application properties or find a way to guess the size of the application
properties without actually doing this.
I don't see much gain on reload from the previous version to be honest.
