The tests fail on importing window_test.py on [this
line](https://github.com/apache/beam/blob/3c05319e94f0da8f36c4604224c0dc99ba1a65d9/sdks/python/apache_beam/transforms/window_test.py#L57).
So we can't just skip tests, but we can add all other test modules from the
transfroms package separately to tox.ini.
