FWIW I noticed that io/expansion-service/build.gradle uses the [application
plugin|https://github.com/apache/beam/blob/master/sdks/java/io/expansion-service/build.gradle#L20]
which reinforces my suspicion that this has to do with the one change in
shadow 4.0.4 [release
notes|https://github.com/johnrengelman/shadow/releases/tag/4.0.4]:

shadowDistZip and shadowDistTar from configurations.archives so they are not
published or installed by default
