There are two reasons we depend on Scala:
1) to be able to run jobs locally.
2) to submit jobs against local clusters (the StreamGraph generation depends on
the Flink runtime which depends on Scala)
Ideally, we would set the runtime dependency to {{provided}}. Then we would not
have the remote submission feature, which is probably not much used anyway.
