It seems to me that as long as restoring the remote submission only requires
adding back the flink-clients dependency in the overall classpath, making it
'provided' to turn _beam-runners-flink_ into a scala-oblivious dependency (as
long as the user provides the appropriate flink-clients) is a net win indeed.
Not sure what API beam-runners-spark uses, but if the java flavour, it's quite
possible the same reasoning applies there as well
