Changes TestStreamTranscriptTest to only inserts two elements

This will ensure that it's behavior is the same across all runners. Right
now a runner must only emit after receiving at least 2 elements since it uses
early Count(2) trigger so there's no guarantee the third element will be
emitted in the GroupBy.
