Apparently you think CALCITE-2469 "qualifies" for RexSimplify (as you have
committed Strong there)
However, you somehow have struggle to qualify CALCITE-2555 for RexSimplify.
That sounds very strange since the only difference between the two is
{{>=(...)}} vs {{IS (...)}}
