No, I don't want to extend RexSimplify bit-by-bit and see where it goes. I
would like a policy for what it is appropriate for and what it is not
appropriate for. I have no problem with it simplifying "NOT TRUE" or "TRUE >
UNKNOWN" but I want to know where the slippery slope stops.
