[~julianhyde] I didn't see CALCITE-4006. I am currently working on adding a
rule for logical rewrite of the percentile functions, and for that i need to
have these functions added in the operator table. This task is for tracking
that, to add percentile functions in the operator table. I am not planning to
work on MODE.
