### What changes were proposed in this pull request?
In order to speed up the resource release of celeborn，this PR did three
things：
1.unregister shuffle in batch;
2.remove the if condition of unregister shuffle so the unregister can do
from outside a certain time to within a certain time;
3.Reduce the configuration of execution interval.
