I could not find any details of the license under which this information is
provided.
But assuming that it is compatible, then:
Should the code be shipped with the current version?
If not, should the component include code to download the file?
Should there be code to check if the current database is up to date?
What options are there for locating the data file?

Note that the file header currently states:
# Version 2014123000, Last Updated Tue Dec 30 07:07:01 2014 UTC
And the HTTP headers are:
Etag: "6e2-1318-50b69a3322f40"
Last-Modified: Tue, 30 Dec 2014 07:07:01 GMT
Also there is an accompanying .MD5 hash file
