I agree, an external file would be best.
So, the library will include a copy of the file - called DEFAULT_TLDS.txt or
something similar, and the TLD parser class will search the class path for a
tlds-alpha-by-domain.txt file. If it is found, that file is parsed, otherwise
DEFAULT_TLDS.txt is parsed.
