Note that Mozilla also maintain a list at
https://publicsuffix.org/list/effective_tld_names.dat
This contains more than just TLDs.
It is available under the MPL v 2.0, i.e. Category B [1]
It looks like it might be possible to include this, so long as the file was not
modified.
The file might take a lot longer to process than the IANA one and would require
additional storage if more thhan just the TLDs were extracted.
