[~riknoll] If the resume event is fired before the cordova.js has fully loaded, 
and the client has subscribed to the resume event, what happens? I'm playing 
with this now using [email protected] and the updated Camera plugin, and on resume 
I can see the resume event be fired from the native side, but I don't appear to 
be receiving it in the JS.

Note, we are loading our start page via a remote URL, so there's a little more 
latency on startup than a typical app.

Should the resume event be 'sticky' in this scenario, so that it is fired when 
the client subscribes (if it has been fired by the native code)?
