[~riknoll] Yes, I think that's exactly what's happening.
I'm playing around with changing the `onResume` channel to a "sticky" channel
in cordova.js, and that does seem to fix it -- my handler does get called when
it is attached.
I'm not sure if that is a safe change, though. But it certainly does seem to
fix it.
