Overlapping dates are not a problem per se. A copyright notice

is saying that there is at least one line of code in the distro written by Acme
and at least one line of code written by FooBar. So, the copyright notices are
not inconsistent.
The biggest problem I see with Crail's NOTICE is that if IBM gets a copyright
notice, then every contributor will want one. They are ALLOWED one
Also, see https://www.apache.org/legal/src-headers.html#notice and follow the
exact format for the Apache copyright line. No commas, periods or "(C)".
It was [~jmclean] who raised the issue on the IPMC vote thread, and perhaps he
disagrees.
