I took a look at the OpenWhisk incubator project which also started at IBM.
They don't have the IBM copyright in the NOTICE file however they mention the
copyright in their CREDITS file:

The OpenWhisk project code was originally created, designed, developed (under an
IBM copyright dated 2015-2016) and donated by the IBM Corporation
(http://www.ibm.com/)
to the Apache Software Foundation (ASF). The following repositories were
included in
the initial donation:{code}
This looks fine to me. So if nobody objects I would remove the IBM copyright
from the notice file and create a CREDITS file and write a small text similar
to the one above.
