I have no influence on the WSDL Policies and cannot comment on why things have
been designed like that.
However, I tried changing the AlgorithmSuite in the TransportBinding policy to
Basic256Sha256 and that didn't fix the problem. It now complains:
org.apache.cxf.ws.policy.PolicyException: These policy alternatives can not be
satisfied:
{http://schemas.xmlsoap.org/ws/2005/07/securitypolicy}AlgorithmSuite: The
signature method does not match the requirement
{http://schemas.xmlsoap.org/ws/2005/07/securitypolicy}Basic256Sha256
