[~deki] That's is right, but the auto-configuration just scans (among many
other things) for the features available, it is indeed driven by dependencies.
The idea was for Spring Boot deployments to add the OpenApiCustomer by default
to OpenApiFeature (if configured) since most of the time it is required for
CXF. Decicated OpenApi starter is just one of the possible options, but others
are also available, I created https://issues.apache.org/jira/browse/CXF-7792 to
address that.
