I consider making flex-config.xml a base configuration is a 'nice to have'.
That should become a separate task that can be prioritized. To fix this bug I'm
planning to just add 'theme' air-config.xml and airmobile-config.xml if needed.
Also update the compiler to remove the 'theme' default setting.
Sound reasonable?
