## What is the purpose of the change
Pull EnvironmentInformation out of TaskManagerServices
## Brief change log
Add inner class ```TaskExecutorEnvironmentInformation``` that can give
access to the execution environment of the JVM.
## Verifying this change
Run ```NetworkBufferCalculationTest``` is OKay.
