I can't reproduce this. I'm always compile on windows, but run jobs in a linux 
environment (WSL).

My guess is that something in the network configuration of your linux machine 
is broken.

Whenever the start scripts failed for me it was virtually always due to 
line-endings; you may want to try that as well.
