 Review comment:
   I think it is very good that you introduced this test. I would suggest to 
extend the test a bit, with a test that tests repartitioning for all state 
types in isolation and this one that tests all in combination. For changed, 
increased, and decreased parallelism. If we only test the combination case, we 
might not catch some problems in corner cases.
