We don't need special handling for EOF here, if I keep the ```|| finish```,
considering the ```blockByCheckpoint``` tag, the condition looks this
```notifyDataAvailable = shouldNotifyDataAvailable() || (finish &&
!isBlockedByCheckpoint);```, which is not elegant enough.
