TestEnvironment was only setting the parallelism when creating and
establishing the ExecutionEnvironmentFactory:
```
public void setAsContext() {
ExecutionEnvironmentFactory factory = new
ExecutionEnvironmentFactory() {
@Override
public ExecutionEnvironment
createExecutionEnvironment() {
lastEnv = new TestEnvironment(executor,
getParallelism());
return lastEnv;
}
};
initializeContextEnvironment(factory);
}
```
